Butler Downtown Façade Improvement Grant Program PDF Print E-mail

The Butler Downtown Facade Improvement Program is offering Façade Restoration 50/50 Matching Grants from funding received from the Department of Community and Economic Development's (DCED) Main Street Program. Project funding creates an incentive for private investment in Central Business District restoration projects and property reinvestment. The Grants are dependent on funding from DCED and based on its allocation of funds for the Façade Restoration Grant Program.  Total reimbursement, per applicant, will not exceed 50% of the total project cost or as otherwise noted.

Application & Approval Process

Applicants are required to meet with the Butler Downtown Design Committee to discuss their project prior to completing the application process. Contact us to arrange a meeting.

The Façade Improvement Program is open to property and business owners within the Butler Downtown "Main Street® District."  The project area includes properties two blocks east and west of Main Street stretching from Penn to Wayne Streets.  (Please reference the map in our brochure and Guidelines book).

Butler Downtown's goal for this program is to create a major visual impact on the look of downtown Butler.  Applications will be accepted for review at any time throughout the year on a "first come first serve basis". Applications will be reviewed for the level of improvement, the accuracy of historic preservation, and the vitality and significant impact the project will make to the downtown upon receipt.

Submission of Forms

Applicants are to submit the completed Grant Application Form with the following:

  1. Color photo of existing structure.
  2. $50 Non-refundable Application Fee (check payable to "Butler Downtown.")
  3. Proof of Ownership/ Owner's Permission - Recorded Deed, Article of Agreement, etc.
  4. Proof of Paid Property Taxes (Current and Prior Year).
  5. Proof of Insurance and/or Flood Insurance, if applicable.
  6. Signatures of applicant/ property owner.

Prevailing Wage Act

The Pennsylvania Prevailing Wage Act (43 p.s. ~ 165-1 et seq.; 34 Pa. Code ~ p.101 et seq.) may be applicable to this project. If applicable, the grant recipient is responsible for including prevailing wage rates in all bid documents, specifications, and constructions contracts pertaining to the Project.

The Department of Labor and Industry (L&I) has final authority to make all prevailing wage applicability determinations. A copy of the award letter has been forwarded to L&I for a formal determination of applicability of prevailing wage requirements.

Please Note: Prevailing Wage requirements are generally applicable to grants for construction, demolition, reconstruction, alteration, repair work, renovations, build-out and installation of machinery and equipment in excess of $25,000.00.
